The Provincial Nominee Program (PNP) is a key pathway to Canadian Permanent Residency (PR) designed to support regional immigration by addressing specific labor market and economic needs in each province and territory. It allows provinces and territories to nominate skilled workers, entrepreneurs, and graduates for PR based on local demands.
PNP by Province/Territory:
- Ontario Immigrant Nominee Program (OINP) – Focuses on skilled workers, entrepreneurs, and tech professionals.
- British Columbia Provincial Nominee Program (BC PNP) – Offers streams for skilled workers, international graduates, and entrepreneurs.
- Alberta Advantage Immigration Program (AAIP) – Includes pathways for skilled workers, graduates, and farmers.
- Saskatchewan Immigrant Nominee Program (SINP) – Open to skilled workers, entrepreneurs, and workers in in-demand occupations.
- Manitoba Provincial Nominee Program (MPNP) – Prioritizes skilled workers and those with family connections in the province.
- Atlantic Provinces (Newfoundland, PEI, Nova Scotia, New Brunswick) – PNPs complement the Atlantic Immigration Program (AIP).
- Other Provinces (Quebec operates a separate system with its own rules).
Candidates can apply through:
- Express Entry-aligned streams (faster processing via Express Entry)
- Non-Express Entry streams (direct provincial applications)
Each province/territory has unique immigration streams targeting specific worker categories, such as:
Skilled workers
Semi-skilled workers
Business investors/entrepreneurs
International graduates
